2019 Oakley After Hours

Jon Bernier to lead event efforts for 2019; Dave Schaff will lead fundraising portion.

Events SOP to be approved at 12/4/18 meeting. Dave and Jon will propose event ideas with tentative schedule of dates at the 12/4/18 meeting for approval. Dave and Jon will work on creating a budget to be approved at a January meeting.

Membership Initiatives and Campaign

Dan Krohn presented a 3-pronged approach to increase the number of OCC members through social media, emails and mailers. A price breakdown for all initiatives was provided. Board is in favor of this initiative for 2019 and will iron out the details over the next few months.

Joe Groh has offered to mail out OCC welcome letters to all new homeowners in Oakley within 30-60 days of closing to gain more OCC members.

2019 OCC Retreat

Cody Gausvik proposed we use retreat to create 4/5 goals for2019 and an overall vision for the OCC. Once the goals are established, this can be displayed on the OCCmembership campaign documents.

Dave Schaff proposed that we have a rotating greeter at the beginning of the OCC meetings. Jes Overley encouraged other board members to arrive early to help setup the meeting so we can start on time.

Talks of possible new public school in Oakley. Boundaries are being re-aligned by the end of 2019. Craig suggested that the OCC reach out to CPS regarding how we can support this initiative. Jason Wilcoxon suggested we work with principal at Hyde Park School or Board of Education. Craig will forward additional information on to Jason Wilcoxon.

Special Events SOP – Stacy Lehman & John Bernier

John Bernier to create sample events calendar for 2019. John Bernier and Jason Wilcoxon will work together to figure out next steps with OCC-owned tablets. Rob Wetterstroem has offered to lead New Year’s Eve event this year – Stacy has already completed a significant amount of work for this event.

Jason Wilcoxon and Kenny McNutt will get bids for holiday lights on the esplanade; Colleen Reynolds will ask Park Board who they use – Cody will follow-up next week to request progress.

Colleen Reynolds motions to approve Special Events SOP, pending final edits discussed tonight. Dan Krohn seconded. Unanimous approval.

Mashed Roots Parking Variance

Need 10 spot parking variance; presented restaurant plan at 10/2 meeting.

Cody Gausvik motions to provide a letter of support to Mashed Roots for a 10-space parking variance; seconded by Joe Groh. 8 approvals; John Bernier and Colleen Reynolds opposed. Motion passes.

Planet Fitness set to open on 11/16

Planet Fitness donated approximately $3500 in sponsorships to the OCC this past year. PF donated $2,500 for a platinum sponsorship for the OSS/NYE, and also around $1,000 (but not exactly) to the Cincinnati Neighborhood Games qualifier. Many OCC Board members plan on attending the ribbon cutting ceremony. Dan Krohn to reach out and request PF to remove their signs on the pedestrian bridge.

Masonic Lodge Development near Madison Park Avenue

Developer unknown at this time and has sent letters to nearby residents asking for their interest in selling their home. Jes Overley and Dan Krohn have been in contact with the City and will keep everyone updated as things progress. Jes Overley to issue statement on behalf of OCC to let everyone in the neighborhood know what’s going on and the information we know at this time.

Jason spoke about CPS Vision 2020 program to improve the quality of the schools throughout the district, noted that Hyde Park already meets/exceeds all the 2020 goals. There is a survey that all residents are asked to complete, can be found here:

Jason introduced Jerron Gray, new Withrow University High School Principal, and Dave Blockson (alumni president). They provided updates on what is going on at the school, which is celebrating 100^th anniversary this year.

Jon recapped the Business Happy Hour hosted by Madtree on 10/29. They are looking to host quarterly Happy Hour events, and Oakley Pub & Grill host the next one in January, details forthcoming.

Kenny also looking to have informal coffee meetings, hopefully on a monthly basis – first one tentatively scheduled for 12/4, 7:30-8:30am, at RedTree. More details to come.

o Election Committee – Sean Fausto, Evan Nolan, Colleen Reynolds - December OCC Trustee Elections

Sean reminded everyone that elections will be held at the 12/4 meeting, the deadline to be on the ballot and have bio published was 11/6, but people who meet the eligibility requirements could put their name in up until the 12/4 meeting – they just wouldn’t be on printed ballot.

There are 4 positions up for election, 3 members are looking to run again (Kenny, Jason, Dan) and one (Jes) will not run again. Sandy Gross, owner of Blue Manatee/Sleepy Bee/Brazee Art, has stepped up as a candidate.

- 2019 OCC Schedule of Events Proposal – Jon Bernier

Jon volunteered to take the lead for the events, is looking to have a schedule out by end of year to help with planning/logistics/sponsors. He has received some initial input and came up with 5 events (in the picture).

We committed to post this on the website so residents can review and provide feedback.

- Paige Scheidler – Resident – Masonic Temple Redevelopment

Paige presented update of residents’ efforts to organize and gather information about the potential development of the Masonic Temple property. There were @ 10 other residents at the meeting. They have identified contacts for each of the 4 streets involved and started a petition at change.org - https://www.change.org/p/oakley-community-council-and-prevent-rezoning-of-the-masonic-temple-lodge-property-at-ridge-and-madison-in-oakley

Thanked OCC members for advice & input so far and is looking to keep communications open.

Dave shared communication from Matt Shad (city Zoning Administrator):

“There have been some inquiries for commercial redevelopment on the corner property to which Zoning Administration has relayed the limitations of the existing zoning and the many practical difficulties find both a site plan, traffic circulation, and practical development proposal that would/could be reasonable with the abutting properties. To date, nothing more has materialized than what ifs.”

Was reported that City planning staff confirmed that they have not been contacted at this point.

- Oakley Flag - Lacey Haslam

Lacey provided an update on the development of the Oakley flag, part of a larger effort to design flags for each of the city’s 52 neighborhoods. She presented 3 options. Resident’s provided some input: not excited about how close colors are to FC Cincy, need to include oak trees.

Josh, owner of the local School of Rock franchise, presented 2 videos showing intro and performance classes and talked about their philosophy. They’ve just opened a new location at 6710 Madison, have joined OakleyNow as business member, and encouraged residents to check out their programs.

- Oakley Connection Update – Christopher Hildebrant, Morelia Group

Chris asked to present updates on the initial annex development (Oakley Connection) and plans for the second component (Encore of Oakley) for the remaining annex property. The updated presentation will be added to website.

Highlights:

o Oakley Connection includes Day Care Center (which is now being built closer to Madison), Tide Dry Cleaners (which concierge drive up service), Holtman’s Doughnuts, Tropical Smoothie Café, McAlister’s Deli, GE Credit Union, full service Starbucks (with drive-thru). They are aiming for April 2019 openings.
o Encore of Oakley is the development of the second part of the annex property. It will be built along Vandercar and currently include a day spa, Condado Tacos, a chipotle variant (??) and a chicken salad restaurant (??).
o To address some of the traffic concerns, they will be adding a left turn signal from Madison into Vandercar and will replace the existing concrete median on Madison (in front of Madtree) with center turn lane.
o They have had discussions with Crossroads for use of 50 parking spots against the Vandecar side, and with Madtree of use of spots around the day care center for evenings and weekends (when center would be closed).
o They received abatement for the Day Care Center, were approved for PACE loan for remainder of Oakley Connection development. PACE is a state loan program, administered by the city locally, that encourages developers to build more energy efficient buildings. Loans are repaid as part of property taxes (in addition to their property tax).
o They will be applying for PACE loan for the Encore of Oakley project, which according to Bob Bertsch (City Department of Community & Economic Development) the city is now requesting something from the OCC showing support for the project.

Chris had originally not thought he would need anything from the board at this meeting, and that is what he had communicated to Jes. Bob corrected him that, yes, a letter of support was required, and that without it, the PACE application could still go forward to city council for vote but not guarantee without community backing. Jes recommended a letter od No Objection in lieu of a letter of support, since we were not prepared to discuss that option. Colleen motioned that letter of No Objection be written (based on what was presented) to allow them to proceed with their PACE application. Joe seconded. All voted in favor. Colleen will draft the letter.

- Hubbard Radio Cincinnati – Mike Fredrick – Proposed construction with Jordan Widner and Jim Bryant

Bob Bertsch, City Department of Community & Economic Development, introduced the Hubbard team, stated they were the type of client they were looking for to occupy the vacant land on Kennedy (across from CinFed). They would get an abatement on the property, but pay full payroll taxes.

Hubbard owns 4 FM radio stations, 2060 Digital Marketing division, and cincysaver.com. They currently rent in a couple locations, looking to establish ownership and looking to build new headquarters in Oakley. Full presentation to be added to the website. They are looking to continue being active in the community and addressed questions about the size of tower.

They were seeking a letter of support for their plans. Jon motioned that we approve this, Colleen seconded. All voted in approval. Colleen will write the letter and provide for review.

There was some concern about the abatements from audience member, but Bob mentioned they part of the process and is trade-off to maintain businesses in the city.

Stormwater Management Utility of GCWW – Eric Saylor

Work to collect and control stormwater in order to prevent floods. $12 million worth of work needed over the next 5 years. No rate increase in 5 years, however, in June 2018, City Council passed a 4-year rate increase; 65% of residents will see their bills increase from $3.54/month to $7.34/month over the course of the next 4 years.

Mashed Roots Latin Kitchen – Guillermo Vidal – Plans and Concept

3361 Madison Road - previous A Forkable Feast location. Planning for spring 2019 opening. 24 shared spots in the back of the building and 6 metered spots out front for all tenants. Short 10 parking spots since they will be ‘changing the use’ of the property. Zoning hearing scheduled for 10/31, but may be postponed since they haven’t heard from the Zoning Department recently. Asking for a letter of support for parking variance.

December OCC Election (12/4/18)

To be eligible to serve as an OCC Board of Trustee, a person must have been an OCC member for at least sixty (60) days prior to the election of OCC Board of Trustees (membership deadline 10/5/18) and must have attended at least three (3) organizational meetings within the current calendar year.

Goodwill Expansion

Commercial real estate agent reached out to OCC Trustee informing OCC of Goodwill’s interested in purchasing the former David Millet space to expand their business. We have no other information at this time, but will continue to monitor the situation.

The Cincinnati Fire Department is encouraging the public to sign up for Smart 911, an emergency communications tool that provides 9-1-1 call takers and first responders with additional critical information about participating residents.

This technology helps reduce response times and provide first responders with vital information that can help improve incident outcomes.

Information such as medical conditions to blood type to primary language can be place in user's Safety Profile as well as a Facility Profile about their current location.

Citizens can sign up for Smart 911 by going to www.Smart911. com. Remember no one plans to call 9-1-1 but now you can plan ahead.

Cincinnati Fire Department Open House Day

On Saturday, October 13, 2018 from 1:00 PM to 5:00 PM, the Cincinnati Fire Department will open its 26 fire stations to the public. The Cincinnati Fire Department's "Open House Day" will be a great time for children and adults to learn fire safety and about the Cincinnati Fire Department in general. To attend children must be accompanied by an adult.

Refreshments will be served.

MEETING MINUTES

OCC Trustee Candidates

Seth Shaifer – provided statement of candidacy to audience.

Joe Groh – provided statement of candidacy to audience.

OCC Trustees will respond via email to Jes Overley and Cody Gausvik with their vote.

Zoning SOP – Colleen Reynolds, Evan Nolan, Sean Shaifer and Dan Krohn

Colleen reviewed SOP; OCC Trustees and audience provided feedback for revisions.

Special Events SOP will be presented 9/20/18.

Landscaping Initiatives – Cody Gausvik

Cody worked with City contacts regarding landscape responsibilities. Tree beds are property/business owner’s responsibility, NOT the City’s. Cody suggested using a portion of the second round of NBD funds to clean up tree beds and landscaping along Madison for this year and launch beautification campaign next year (spring 2019) to help business owners maintain our neighborhood business district. Jason Wilcoxon to get bid for landscape cleanup of all tree wells on Madison before winter. If you notice any missing trees in Oakley, email Cody and he will add it to his list for the Urban Forestry.

Approve 8-7-18 OCC Meeting Minutes:

Motion to approve 8-7-18 OCC Meeting Minutes by Evan Nolan; seconded by Colleen Reynolds. 6 approved; Sean Fausto and Jason Wilcoxon abstained. 8-7-18 OCC Meeting Minutes approved.

Upon further review of the OCC bylaws, the OCC Trustees considered the meeting that followed the 6-5-18 general meeting as an executive session. OCC Trustees will be revising the bylaws to avoid confusion in the future.

Oakley Gators Swim Team finished season last week – finished 2^nd in the city!

Oakley Master Plan (OMP) Steering Committee

Pedestrian Safety Improvement initiative: pedestrian-triggered rapid flashing beacon will be installed at the crosswalk on Madison Road near Essencha Tea House (3212 Madison Road)

Next public working session for the Oakley master plan in on 9/18 7-9PM.

Business – Kenny McNutt

Kenny to schedule happy hour soon; Kenny shared membership statistics based on various milestones, including: website launch, Daddy Daughter Dance, and Oakley Community Council Connection Newsletter.

City Hall Liaison – Evan Nolan, Colleen Reynolds, Dan Krohn, Sean Fausto

Former 5/3 site development on Madison Road approved – 19 town homes.

Allston Street cocktail bar parking variance approved.

Colleen & Evan working on Zoning SOP.

Bryan Finn (resident of Drakewood) – undergoing kitchen remodel – needs approval for 2.83ft extension; all abutting neighbors have signed off approving of extension.

Jon Bernier motions to send a letter of support to the City of Cincinnati’s Zoning Administration Department for 2.83ft expansion on 3847 Drakewood for kitchen remodel, contingent upon all abutting property owners’ approval; Colleen Reynolds seconds. Unanimous approval; motion passes.

OCC Board of Trustees Action Regarding Personnel

Jes Overly issued a statement regarding the outcomes following the special session that took place on 6/5/18. Following the 6/5/18 special session, Dave Schaff was censured and Chris Mucha was removed from the OCC Board of Trustees.

Dave Schaff addressed audience regarding censure action.

Chris Mucha addressed audience regarding the OCC Board of Trustee’s decision to remove him from the Board, in accordance with the OCC bylaws.

Oakley Summer Series – Last event 8/31 – Stacy Lehman

8/31 movie night planned with 80’s theme. Always seeking volunteers for set up and tear down of events. Email stacy.lehman@oakleynow.com if you are willing and able to volunteer on 8/31!

Cincinnati Neighborhood Games – Dan Krohn & Rob Wetterstroem

Oakley won 13 medals total: 6 gold; 4 silver; 3 bronze. Dan announced each of those who received medals. Special thanks to Craig Rosen, Jes Overly, Sean Fausto and Karen Floyd for bringing their kids and friends to games to participate.

Oakley Community Council Connection Electronic Newsletter – Dan Krohn

First OCC Connection Newsletter issued 8/1; this will be published monthly. Next edition will be sent out on 8/30. The OCC Connection Newsletter creates additional OCC membership benefit, additional communication benefit, expands on more issues and conversation, reminds everyone of upcoming meetings and events, etc.

Greater Cincinnati Energy Alliance – Laksh Khurana – OHIO PACE Program

“Efficient Financing for Building Efficiency” PACE financing offers commercial property owners the opportunity to leverage property assessment financing to pay for energy efficiency and renewable energy projects. It is designed to assist commercial property owners with access to affordable, extended-term financing for energy-related projects for their buildings.

Approve 6/5/18 Meeting Minutes

Motion to approve 6/5/18 meeting minutes with the amendment to clarify the OCC moved to special meeting on 6/5/18 by Evan Nolan; seconded by Dan Krohn. 7 approved; Dave and Stacy abstained. 6/5/18 minutes approved.

OCC Additional Landscaping Approval

OCC approved of $2500 expense for landscaping from NBD fund in June; need approval for additional $1750 to clean and weed tree beds along Madison.

Cody Gausvik motioned to approve $1750 for additional landscape work; Evan Nolan seconded.

OCC hasn’t received second round of NBD money from City; no support to pay for additional landscaping work. Cody plans to do research to see if City will clean and weed beds; Colleen Reynolds to send Cody contact information for someone at the City who can assist.

Cody Gausvik motions to table motion regarding additional landscape work until after OCC has a chance to research and speak with some contacts at the City.

June and July OCC financial approval is tabled until the next meeting since Jason Wilcoxon was absent during the meeting.

Craig Rozen – suggestion to move speaker cards to the beginning of the meeting; encourages everyone to offer help to homeless people in our city before calling the police.

New Business:

· Next Tuesday OCC Meeting 9/4/18, Oakley Recreation Center 7PM
