    Pretty quiet February; CincyFixIt app is a great way to report abandoned cars, illegal parking, etc.

    District 2 has benefited from an 8-year reduction in crime (35% reduction).

    Resident shared recent issues with cars going through parking lot near the Hyde Park Ave. dead-end to access to Edwards. Suggestion was to reach out to owner of parking lot to place benches or landscaping to prevent cars from cutting through. 

    CRC Report

    Easter Egg Hunt 4/6 830AM and 12PM; if rain, it will be rescheduled to 4/13.

    $40 per day for after school camps 7AM-7PM.

    Summer camp is full for Oakley; Pleasant Ridge and Madisonville still have openings.

    Oakley Master Plan (OMP) Steering Committee

    4/2 will be the first look at entire Oakley Master Plan. Public will provide input and approval of the entire master plan will occur in the coming months.

    Business Committee

    Daddy Daughter Dance Recap – Kenny McNutt – record year with 629 attendees; $2250 profit for OCC.  

    1st Tuesday of each month is Business Happy Hour at 8am at RedTree – 9 people showed up this morning.  

    Cast-Fab Site – Bill Davin & Tyler Amicon

    Audience member requested for the presentation to be posted online. 28-acre property; current plan is for the space to be divided into 8 lots for mixed use (office space, restaurant(s), hotel(s), residential and a storage unit facility). Visited tonight to solicit feedback. Requested a letter of support for subdivision of land. OCC waiting until 4/2 when there is a better idea of what may go on the land to issue any statements. Not clear how this development would impact the proposed Edwards Connector.

    Kennedy Connector – Morelia Group, Chris Hildebrant

    Wants to acquire city-owned property at the corner of Madison Road and Kennedy Avenue, as well as 7 single-family homes for 25,000-30,000 square feet of retail. Front of buildings would be brought up to the road and parking would be behind the building. Asking if OCC would support zoning change and allow for the tear down of 7 single family homes. Hubbard radio may also be interested in the property and are expected to come back to OCC for final site approval on 4/2. OCC to discuss this topic at the next third Thursday on 3/21.

    Cincinnati Fire Department – Station 31: Lt Sweeney

    • ·        Last month – 236 runs, 197 involved EMS
    • ·        Focus on Home Heating Safety, need to be aware of fireplaces, chimneys, space heaters, extension cords
    • ·        Smart 911 (www.smart911.com) – recently implemented, encouraged everyone to go online and fill out profile for themselves and family members. Provides ability to add much more info about yourself – medical history, emergency contacts, medications, etc. – than current system. It is a nationwide system, so your data travels with you.

    District 2 Police Report:

    • ·        Officer Tarvin (neighborhood liaison officer) – Thefts from autos down, thefts primarily in commercial and construction sites. Be aware of joggers, can be hard to see, as there more out now in prep for Flying Pig this spring.
    • ·        Capt Jones – Dist 2 Chief, grew up in Oakley. Their focus in 2019: traffic enforcement, theft prevention, Cards on Cars program.
    • o   Question raised about how to handle cases where neighbor may be exhibiting mental health issues. Capt Jones says always best to call them sooner than later, and allow them to deploy appropriate resources. Calls/emails should be to Officer Tarvin who can then get right people involved.
    • ·        Evan, on behalf of the board and community, thanked CPD for their service and offered condolences for the recent loss of officers in the Cincinnati area.

    • ·        Summer Day Camp – Priority registration opens online Feb 11th, open registration begins Feb 18th
    • ·        Spring Break camp – will follow Cincinnati Public Schools break schedule

    Committees

    • ·        Oakley Master Plan (OMP) Steering Committee: Dan reported that:
    • o   OMP is in its final stages
    • o   Initial formatted rould possibly be ready to be presented to council at March meeting
    • o   Remaining steps after that: Council Approval; City Planning Commission review and approval; City Council review and approval. Potentially be finalized by early June.

    • o   Next Business Happy Hour tentatively set for first week in April, hosted at Roeher Insurance, co-sponsored by Cin-Fed
    • o   Monthly coffee was held at Redtree, next one be 5 March 7:30-8. May be moved to 8-9. Check calendar.

    • o   Evan provided recap of what we did: get to better know fellow board members and understand each other’s motivations, passions, desires for upcoming year.

    • §  Looking for variance for residential property they own on Allston that they want to use as offices for staff.
    • §  City advised them not likely to pass, so they now may be considering a “Non-Compliance Use” variance, which would allow them to specify exactly what they plan to do, and the variance expires if the business moves/changes.
    • §  They have not yet asked us about this, will have to come back to the board if they decide to go that route.
    • §  Follow-up question for city: can they take it away if the business does not adhere to the terms?
    • o   Evan took opportunity to summarize other development activity:
    • §  Cast Fab sale closed, looking to be a Planned Development
    • §  Kenner site – sale speculated, possibly Neyer company buyer, not confirmed
    • §  Masonic Temple – Nothing new re: developer/buyer. The neighborhood group held a meeting at MadTree on Monday evening to discuss their concerns, will be drafting a letter of recommendations that they will be presenting to the board for approval/support

    MEETING MINUTES

    Go Vibrant – Christy Zerges

    Go Vibrant creates established walking routes for local neighborhoods. 6-8 month process.

    $5,000-$7,000 = three routes; up to fifty signs

    $3,500 = up to thirty five signs

    Many neighborhoods use money from NSP, grants or community council funds.

    Evan Nolan proposed for those board members interested to form a committee and bring proposal to the board for review at a future meeting. East Walnut Hills, Avondale and Madisonville have participated.

    Colleen Reynolds to send out suggested (based on trustee interest) committee assignments soon.

    Bees/Beautification – Sandy Gross

    Sandy Gross discussed the growing importance of the declining bee population due to over-development. Our hope is to add landscaping conducive to aiding local bee population. Green Plan Cincinnati was referenced. Look for local areas to plant flowers and create prairie(s). More to follow.

    NSP – Craig Rozen/Dave Schaff

    Our plan has been submitted. $1500 to membership; $2080 to events, $250 to ops; $1000 to beautification.

    Colleen, Craig and Jason plan to meet to discuss ‘neighborhood attendance area changes’ to neighborhood schools at a separate meeting.

    Development Updates:

    Body Alive – may pursue “Notwithstanding Ordinance” with the City. Notwithstanding Ordinance would give Body Alive the authorization to use the house they purchased behind their studio as an office and would expire if they ever left.  

    Alamo & Ridge Proposed Billboard – OCC plans to be vocal in opposition.

    Neyer/Oakley Yard – plan to attend future OCC meeting and share their proposal/solicit feedback from the community.

    MEETING MINUTES

    Kathleen Colley – Department of Community & Economic Development: Eastern Gateway & Hubbard Radio Location

    Eastern Gateway has been put out to bid – bids are due 2/1/19. DOTE will be selecting design team. Planning to start construction in the summer of 2019; target completion is November 2019. Kathleen Colley confirmed that OCC’s $90k contributed to the project will be the last sum of money to be used for this project – if project comes in under budget, OCC could receive all or a portion of the $90k back. 

    Hubbard Radio has extended their lease at their current location. They are planning to start construction on the Oakley location by summer 2019. Large radio tower may not be needed after all, but OCC will monitor. Colleen to work with City to determine what impact a radio tower would have on the health of nearby residents. Colleen will reach out to contacts RE: Hubbard construction to see if they have an update on if there will still be a radio tower and if so, the height of said tower.

    Updates from Colleen:

    Body Alive purchase of house at 4213 Appleton – zoning change hearing was cancelled. Owners are seeking different option for the property rather than using it as their office space.

    Former Cast Fab site has been sold (28 acres total). Colleen met with owners this week to inquire what their plans for the space are. Current plan is for two hotels, retail/restaurant space, a storage unit facility, a high-rate apartment building (PLK Properties) and an office building. Colleen encouraged owners/developers to engage with OCC as more details about the plan are decided.

    Milacron Site – Colleen planning to meet with owners next week.

    Email from Jeff Pastor’s Chief of Staff: Oakley developer “is very interested in the Kennedy Connector Project and has been engaging with the OCC.” Colleen to confirm OCC has not been engaged in what the plans for the Kennedy Connector are.

    Masonic Temple – in process of being purchased; stay tuned.

    Pedestrian Safety – Joe Groh

    Joe pulled data from several sources and created presentation showing pedestrian accidents that have occurred in Oakley. Oakley is trending downward, which may require us to really push for pedestrian safety measures in Oakley.

    Fleet Feet/Essencha Tea Lighted Crosswalk – expected to be completed within the next two months. Flaggs USA and Shaw/Wasson locations are next areas to target for improved crosswalks. Joe proposed creating a “Walkable Oakley”/”Keep Oakley Walkable” imitative – subcommittee of the OCC? OCC to discuss details at retreat. Craig Rozen suggested OCC to schedule time with contacts at the City to discuss pedestrian safety and how we can improve pedestrian safety measures.

    Cincinnati Neighborhood Games – Dan Krohn

    Need Oakley Team Captain for 2019 – great leadership opportunity for someone in the community. Team Captain Orientation is 1/26/19. Planning to have Oakley team participate in the Cincinnati Neighborhood Games in July 2019.

    OCC January Retreat

    Seth Shaifer motions to authorize any OCC officer to spend $250 when reasonably required to support their positions on the OCC (e.g. supplies, copies and other reasonable expenses) without approval from OCC Board of Trustees. After discussion, Seth Shaifer withdrew his motion.

    Seth Shaifer motions to authorize Colleen Reynolds to spend up to $250 for supplies and dinner for OCC Retreat on 1/23/19. Seconded by Sean Fausto. Unanimous approval; motion passes.

    Met on 1/8/19 – Master Plan could be finalized and ready to present by March 2019. “Neighborhood Guidelines” are being created for new developments with enforcement measures; it’ll be shared with everyone once completed. Audience member suggested that OCC should be notified of teardowns or zoning changes in Oakley – Colleen to check on situation of notifications since OCC used to receive email updates from the City.

    Business

    Business Coffee Hour – met on 1/8/19.

    “Credit and Coffee” seminar on 2/2 – budgeting, finances in general – open to all!

    March – CinFed will be hosting a Women’s Business Showcase. CinFed will also provide (14) $1,000 scholarships via raffle with submitted application online.

    Next business happy hour: 1/24/19, 4-7PM at Oakley Pub and Grill.

    Daddy Daughter Dance (2/10) – Early session is sold out; over 100 tickets available for later session. We have generated $8,000 revenue thus far.  

    New Year’s Eve Fireworks – 65 degree evening; 300+ attendees; $4,690 total cost. Big thank you to Stacy Lehman and Rob Wetterstroem for their efforts.

    Dan shared his proposal for a membership campaign to gain more OCC members; our plan is to send mailer out by mid-March.

    Dan Krohn motions to provide a mailing to every single Oakley household in March 2019 with the 2019 Events Schedule and a request for OCC membership with a spend of up to $3000. Seconded by Evan Nolan. Unanimous Approval.

    Hubbard Radio – Michael Heekin

    Worse case scenario: 199ft tower will be built – current electrical towers in that area are about 150ft; may not need the tower, but engineers are unsure. Engineers have not decided on location of tower. Economic Growth Committee at the City will review before the vote goes to Cincinnati City Council.

    Membership Initiatives and Campaign   

    Dan Krohn presented a 3-pronged approach to increase the number of OCC members through social media, emails and mailers. A price breakdown for all initiatives was provided. Board is in favor of this initiative for 2019 and will iron out the details over the next few months.

    Joe Groh has offered to mail out OCC welcome letters to all new homeowners in Oakley within 30-60 days of closing to gain more OCC members.

    2019 OCC Retreat

    Cody Gausvik proposed we use retreat to create 4/5 goals for2019 and an overall vision for the OCC. Once the goals are established, this can be displayed on the OCCmembership campaign documents.

    Dave Schaff proposed that we have a rotating greeter at the beginning of the OCC meetings. Jes Overley encouraged other board members to arrive early to help setup the meeting so we can start on time.

Rob Wetterstroem has offered to lead New Year’s Eve event this year – Stacy has already completed a significant amount of work for this event.

    Jason Wilcoxon and Kenny McNutt will get bids for holiday lights on the esplanade; Colleen Reynolds will ask Park Board who they use – Cody will follow-up next week to request progress.

    Mashed Roots Parking Variance

    Need 10 spot parking variance; presented restaurant plan at 10/2 meeting.

    Planet Fitness set to open on 11/16

    Planet Fitness donated approximately $3500 in sponsorships to the OCC this past year. PF donated $2,500 for a platinum sponsorship for the OSS/NYE, and also around $1,000 (but not exactly) to the Cincinnati Neighborhood Games qualifier. Many OCC Board members plan on attending the ribbon cutting ceremony. Dan Krohn to reach out and request PF to remove their signs on the pedestrian bridge.

    Masonic Lodge Development near Madison Park Avenue

    Developer unknown at this time and has sent letters to nearby residents asking for their interest in selling their home. Jes Overley and Dan Krohn have been in contact with the City and will keep everyone updated as things progress. Jes Overley to issue statement on behalf of OCC to let everyone in the neighborhood know what’s going on and the information we know at this time.

    Jason introduced Jerron Gray, new Withrow University High School Principal, and Dave Blockson (alumni president). They provided updates on what is going on at the school, which is celebrating 100th anniversary this year.

    Jon recapped the Business Happy Hour hosted by Madtree on 10/29. They are looking to host quarterly Happy Hour events, and Oakley Pub & Grill host the next one in January, details forthcoming.

    Kenny also looking to have informal coffee meetings, hopefully on a monthly basis – first one tentatively scheduled for 12/4, 7:30-8:30am, at RedTree. More details to come.

    Sean reminded everyone that elections will be held at the 12/4 meeting, the deadline to be on the ballot and have bio published was 11/6, but people who meet the eligibility requirements could put their name in up until the 12/4 meeting – they just wouldn’t be on printed ballot.

    There are 4 positions up for election, 3 members are looking to run again (Kenny, Jason, Dan) and one (Jes) will not run again.  Sandy Gross, owner of Blue Manatee/Sleepy Bee/Brazee Art, has stepped up as a candidate.

    -       2019 OCC Schedule of Events Proposal – Jon Bernier

    Jon volunteered to take the lead for the events, is looking to have a schedule out by end of year to help with planning/logistics/sponsors. He has received some initial input and came up with 5 events (in the picture).

    We committed to post this on the website so residents can review and provide feedback.

    -       Paige Scheidler – Resident – Masonic Temple Redevelopment

    Paige presented update of residents’ efforts to organize and gather information about the potential development of the Masonic Temple property. There were @ 10 other residents at the meeting.     Thanked OCC members for advice & input so far and is looking to keep communications open.

    Dave shared communication from Matt Shad (city Zoning Administrator):

    There have been some inquiries for commercial redevelopment on the corner property to which Zoning Administration has relayed the limitations of the existing zoning and the many practical difficulties find both a site plan, traffic circulation, and practical development proposal that would/could be reasonable with the abutting properties.  To date, nothing more has materialized than what ifs.”

    Was reported that City planning staff confirmed that they have not been contacted at this point.

    -       Oakley Flag - Lacey Haslam

    Lacey provided an update on the development of the Oakley flag, part of a larger effort to design flags for each of the city’s 52 neighborhoods. She presented 3 options.  Resident’s provided some input: not excited about how close colors are to FC Cincy, need to include oak trees.

    Josh, owner of the local School of Rock franchise, presented 2 videos showing intro and performance classes and talked about their philosophy.  They’ve just opened a new location at 6710 Madison, have joined OakleyNow as business member, and encouraged residents to check out their programs.

    -       Oakley Connection Update – Christopher Hildebrant, Morelia Group

    Chris asked to present updates on the initial annex development (Oakley Connection) and plans for the second component (Encore of Oakley) for the remaining annex property. The updated presentation will be added to website.

    Highlights:

    • o   Oakley Connection includes Day Care Center (which is now being built closer to Madison), Tide Dry Cleaners (which concierge drive up service), Holtman’s Doughnuts, Tropical Smoothie Café, McAlister’s Deli, GE Credit Union, full service Starbucks (with drive-thru). They are aiming for April 2019 openings.
    • o   Encore of Oakley is the development of the second part of the annex property. It will be built along Vandercar and currently include a day spa, Condado Tacos, a chipotle variant (??) and a chicken salad restaurant (??).
    • o   To address some of the traffic concerns, they will be adding a left turn signal from Madison into Vandercar and will replace the existing concrete median on Madison (in front of Madtree) with center turn lane.
    • o   They have had discussions with Crossroads for use of 50 parking spots against the Vandecar side, and with Madtree of use of spots around the day care center for evenings and weekends (when center would be closed).
    • o   They received abatement for the Day Care Center, were approved for PACE loan for remainder of Oakley Connection development. PACE is a state loan program, administered by the city locally, that encourages developers to build more energy efficient buildings. Loans are repaid as part of property taxes (in addition to their property tax).
    • o   They will be applying for PACE loan for the Encore of Oakley project, which according to Bob Bertsch (City Department of Community & Economic Development) the city is now requesting something from the OCC showing support for the project. 

    Chris had originally not thought he would need anything from the board at this meeting, and that is what he had communicated to Jes.  Bob corrected him that, yes, a letter of support was required, and that without it, the PACE application could still go forward to city council for vote but not guarantee without community backing. Jes recommended a letter od No Objection in lieu of a letter of support, since we were not prepared to discuss that option.  Colleen motioned that letter of No Objection be written (based on what was presented) to allow them to proceed with their PACE application. Joe seconded.  All voted in favor.  Colleen will draft the letter.

    -       Hubbard Radio Cincinnati – Mike Fredrick – Proposed construction with Jordan Widner and Jim Bryant

    Bob Bertsch, City Department of Community & Economic Development, introduced the Hubbard team, stated they were the type of client they were looking for to occupy the vacant land on Kennedy (across from CinFed). They would get an abatement on the property, but pay full payroll taxes.

    Hubbard owns 4 FM radio stations, 2060 Digital Marketing division, and cincysaver.com.  They currently rent in a couple locations, looking to establish ownership and looking to build new headquarters in Oakley.  Full presentation to be added to the website. They are looking to continue being active in the community and addressed questions about the size of tower.

    They were seeking a letter of support for their plans.  Jon motioned that we approve this, Colleen seconded.  All voted in approval.  Colleen will write the letter and provide for review.

    There was some concern about the abatements from audience member, but Bob mentioned they part of the process and is trade-off to maintain businesses in the city.

    Stormwater Management Utility of GCWW – Eric Saylor

    Work to collect and control stormwater in order to prevent floods. $12 million worth of work needed over the next 5 years. No rate increase in 5 years, however, in June 2018, City Council passed a 4-year rate increase; 65% of residents will see their bills increase from $3.54/month to $7.34/month over the course of the next 4 years.

     

    Mashed Roots Latin Kitchen – Guillermo Vidal – Plans and Concept

    3361 Madison Road - previous A Forkable Feast location. Planning for spring 2019 opening. 24 shared spots in the back of the building and 6 metered spots out front for all tenants. Short 10 parking spots since they will be ‘changing the use’ of the property. Zoning hearing scheduled for 10/31, but may be postponed since they haven’t heard from the Zoning Department recently. Asking for a letter of support for parking variance.
